PRELIMINARY DOCUMENTAION AND DATA DICTIONARY FOR DLCD ZONING/LAND USE

DLCD General Zoning GIS Data Layer (for Western Oregon) Project History:
The zoning project began when Division of Land Conservation and Developement
staff contacted the State Service Center for GIS (SSC/GIS) about having
their Generalized Zoning Maps converted to digital format. DLCD staff wanted
the twenty four 1:100,000 scale maps that comprise western Oregon to be
joined together into one continuous layer. The information about zoning
was to be used to make a generalized land use map for the coastal region.
After an estimate for the conversion was given to DLCD, the SSC/GIS received
a purchase order and work began. The SSC/GIS hired Valuecad, a CAD data
entry firm in Portland Oregon, to scan the 24 maps on their Ideal/Context
Scanner. After the layer was compiled by SSC/GIS, the data went through
an initial quality control check to look for errors in coding. A set of
draft maps for each of the counites of Western Oregon were produced and
given to DLCD for review and updating. DLCD staff looked over the maps and
sent them to the counties for review by county presonal. DLCD will return
the draft maps to SSG/GIS to update and modify the layer based on changes
drawn on the maps during the review process. Methodology Once the maps were
scanned, Valuecad technicians used AutoCad and Hitachi CadCore software
to trace the lines of the scanned raster images of the maps. Valuecad provided
the SSC/GIS with DXF files of the digitized maps. The SSC/GIS converted
the DXF files into ARC/INFO coverages. Once converted, the coverages had
topology created and any lines which didn't connect were corrected. Once
the topology was cleaned up, the polygons representing different zoning
classes were coded with that information. When all 24 coverages where finished
being coded, they where appended together into one continous coverage strecthing
from the ocean to 122 degrees west longitude (Eastern Willamette Valley),
and from the Columbia River to the California border. During the coding
process there were some areas on the maps which SSC/GIS staff couldn't identify.
Those areas were pointed out to DLCD staff for assistance in coding. A category
of the database item called 'LAND-USE' identified as 'Problem B' was put
into the database to indentify those problem areas (See the LAND-USE CATEGORIES
section). Database Item Definitions The following information describes
how each database record, associated to a polygon of a particular zoning
type, is defined in the database.

Map Projection Information: The zoning/lane use layer was compiled in
the Universal Trans-Mercator map projection. The layer is currently stored
in a Lambert map projection at the SSC/GIS. The layer will eventually be
stored in Arc/Info librarian format, tiled on the 1:100,000 scale map sheets.

Source Information
Date of Origin: The age of the basemaps used to compile the data varies
somewhat. All the basemaps were BLM 1:100,000 scale land status maps. The
zoning information on the maps was compiled by Lloyd Chapman at DLCD from
documents provided to him by the counties planning staff in 1985 and 1986.
The dates listed below reflect when the basemap was produced by the USGS
or BLM.
