The land ownership coverage is based on the integration of two different ownership 
databases, one developed by the US Forest Service (USFS) and the other by Atterbury 
Consultants, Inc, Beaverton, OR, under contract to the Oregon State Department of 
Forestry (ODF).  

The integrated OWNER coverage was developed by Pacific GIS, Portland, Oregon in 
1994.

Both data sources were developed from 1:24,000 maps and can be accurately displayed 
and analyzed at scales no greater than 1:24,000. A portion of the ODF statewide 
Western Oregon industrial forestland ownership coverage, however, was developed from 
1:126,720 maps. The source scale for the integrated coverage, then, is 1:126,720.

The ODF data was incorporated into the USFS data because it has more specific 
ownership information describing individual private industrial forest landowners. 
Coverage for the ODF layer is confined to only those townships in Western Oregon with 
industrial forestland ownership. Thus, the ODF layer does not cover the entire 
Applegate Valley, particularly in the South end which is dominated by federal 
ownership and also includes a portion in the State of California. Less detailed USFS 
data was used for all land in California and for those southern and northwestern 
portions of the Applegate watershed dominated by federal and private industrial 
lands.  Although there may be private industrial ownership in these areas, all 
private land in areas not covered by the ODF data are labeled as "other private" due 
to the lack of more detailed ownership information. 

Data in the ODF layer were reported to be current as of 1991. Since compilation of 
this layer, the Corvallis Forestry Sciences Laboratory has identified and corrected 
many inconsistencies and mistakes in the ODF layer (developed for Western Oregon). 
This layer does not include those updates.  Data for the Atterbury layer were 
developed by township for only those townships in Western Oregon with some industrial 
forestland ownership. Thus, the Atterbury layer does not cover the entire Applegate 
Valley, particularly in the South end which is dominated by federal ownership and 
also includes a portion in the State of California.


Information in this ownership layer is of varying quality and 
reliability.

In reviewing the ODF ownership data, the Corvallis Forestry Sciences Laboratory 
identified a pattern of errors falling into four general categories:  

1) Incorrect digitizing of tax assessors' maps.  Where such lines follow clearcut 
boundaries, we have found that most (but not all) lines agree with satellite imagery 
(TM) within 50-150 m.  

2)  Errors in the boundary lines in the tax assessors' maps.  Ideally ownership lines 
would have been input directly from the survey notes.  To our knowledge, however, the 
entire Atterbury dataset was created by digitizing the maps with Autocad.  

3) Land sales since 1991.  Except with regard to the inholdings mentioned above, the 
layer does not reflect changes in ownership since 1991. 

4)  Land sales effected before 1991 but not yet entered into the tax assessors' maps 
at the time they were digitized.

indicating ownership. Specific detail is provided on industrial forestland, while private 
non-industrial owners are all listed as "Private."
